To form an Internal Committee as per Section 4 of AICTE (All India Council for Technical Education) guidelines for RSB College. it's important to adhere to both the general guidelines set by AICTE and any specific directives related to the institution's internal policies. Based on the guidelines provided by AICTE, Section 4 usually refers to the formation of a Disciplinary Committee or Internal Complaints Committee (ICC), specifically dealing with harassment, grievances, or other disciplinary issues within the college.

B) Members:
a) At least one female staff member (in case of issues involving gender-based harassment).
b) A student representative (preferably from a higher year or academic level).
c) Faculty membersand administrators.
d) A psychologist or counselor (if required for handling sensitive matters).
e) At least one external member who is not connected to the institution, for impartiality.
2. Mandate and Purpose of the Committee:
A) The primary role of the committee is to ensure a safe and conducive environment for students and staff.
B) The committee should address grievances, complaints of sexual harassment, or any other issues related to student welfare, faculty behavior, or administrative conduct.
E) Ensure equal treatment, anti-discrimination, and fair investigation processes are in place.
D) The committee should also handle conflict resolution, mediation, and provide appropriate advice.
3. Procedure for Filing Complaints:
A) A clear process should be outlined for students or staff members to report complaints. This may involve:
a) A formal written complaint.
b) Confidentiality of the complainant's identity (if requested).
c) A specific timeline within which the complaint will be reviewed and investigated.
d) Providing counseling and necessary support to the complainant.
4. Meetings and Reporting:
A) The Internal Committee should meet regularly (at least once every month or quarter, depending on the issues faced by the institution).
B) Minutes of meetings and decisions should be documented and submitted to the governing body of the college.
C) A report of the committee’s findings and recommendations should be submitted to the higher authorities (such as the Principal or Director of the institution).
5. Legal Compliance:
A) Ensure that the committee’s formation and functioning are in line with legal frameworks such as the Prevention of Sexual Harassment (POSH) Act and other relevant AICTE rules.
B) In the case of sexual harassment, institutions should form the Internal Complaints Committee (ICC) under the provisions of the POSH Act. It is mandatory for AICTE-approved institutions to have this in place.
6. Training and Awareness:
A) Regular workshops or training programs on disciplinary conduct, sexual harassment awareness, mental health, and student welfare should be organized for both staff and students to ensure that everyone is aware of their rights and responsibilities.
B) The committee should be proactive in fostering an environment of respect and zero-tolerance towards harassment and discrimination.
7. Documentation:
A) Keep all records related to complaints, investigations, and the resolutions taken by the committee in a secure and confidential manner.
8. Disciplinary Actions:
A) The committee should have the authority to take appropriate disciplinary actions in accordance with the college's rules and regulations, which may include warnings, suspensions, expulsions, or counseling sessions.
9. Review and Improvement:
A) The committee should assess its effectiveness regularly and propose improvements to better handle complaints, enhance awareness, and ensure an environment of respect and inclusivity.
Important Points to Consider:
A) AICTE mandates that all technical institutions form such committees, especially when it comes to handling complaints related to sexual harassment or discrimination. The provisions in Section 4 of AICTE’s guidelines are specifically geared towards ensuring institutions uphold a safe environment for all individuals.
B) Regular monitoring and the transparency of the committee’s actions help in establishing trust within the institution.
C) Institutions must also ensure annual reports to AICTE for compliance with these regulations, including statistics on complaints, resolutions, and committee actions.
These guidelines ensure that an institution has a structured approach to managing internal issues, safeguarding the welfare of its students, and adhering to AICTE’s standards. If you are referring to a specific set of guidelines from the AICTE website or any particular document, it would be important to review the exact text for more precise requirements.
