ANTI-RAGGING

Ragging is a disturbing reality in the higher education system of our country.

Despite the fact that over the years ragging has claimed hundreds of innocent lives and has ruined careers of thousands of bright students,
the practice is still perceived by many as a way of "familiarization" and an "initiation into the real world" for young college-going students.


Other organisations/bodies working in this field have also attempted to define ragging, the variety of definitions being reflective of differences in perspective.

 

 

Ragging strictly prohibited

"If any incident of ragging comes to the notice of the authorities, the concerned student shall be given liberty to explain and if his explanation is not found satisfactory, the authorities will expel his from the institution."

Ragging is totally prohibited either physically or mentally in college. Defaulter will be suspended and after enquiry if found guilty will expelled from the institution. FIR will be lodged with police. Imprisonment up to two years with or without fine may be awarded by the court.

The institute has appointed Anti Ragging Committee consisting of Senior Professors and Faculty to ensure a ragging free environment in the college campus.

Legal Definition of Ragging

'Ragging' means any act that causes, or is likely to cause, physical, psychological, or physiological harm, apprehension, shame, or embarrassment to a student. It includes:

  1. Teasing, abusing, playing practical jokes on, or causing hurt to any student.
  2. Asking any student to perform acts that they would not willingly do in an ordinary situation.

Ragging is a distinct crime as it is committed solely for perverse pleasure and is often promoted by certain sections of society.

Types of Ragging

Ragging includes, but is not limited to, the following abuses and activities:

  1. Physical Abuse:Forcing students to eat, drink, smoke, dress or undress.
  2. Verbal Abuse:Use of derogatory language related to appearance, attire, religion, caste, family, or chosen field of study.
  3. Forced Activities:Including chores for seniors, missing classes, staying awake late, performing acts under duress, or using foul language.
  4. Lifestyle Restrictions:Enforcing dress codes, requiring specific forms of address for seniors, or restricting movement within the hostel.
  5. Conversational Mind-Games:Manipulative interactions intended to humiliate, belittle, or threaten first-year students.

Supreme Court Directives

The Supreme Court of India has ruled that enrollment in an educational institution does not exempt individuals from the law. Institutions must legally report any instance of ragging to the local police.

Directives to Seniors

Interactions between seniors and freshers should be friendly and non-aggressive.

Seniors may invite freshers to clubs and events but must not force participation.

Seniors must avoid:

  1. Interactions outside public areas.
  2. Visiting freshers' rooms or inviting them to their rooms.
  3. Forcing freshers to sing, dance, or perform under the guise of "talent search."
  4. Over-enthusiasm in making freshers participate in student activities.

Disciplinary Actions

Ragging is a punishable offense under Indian law and college regulations. The following penalties may be imposed:

  1. Warning &Counseling– For minor offenses.
  2. Suspension & Fine– Depending on the severity of the act.
  3. Expulsion– In severe cases, students involved in ragging may be expelled.
  4. Legal Action– Offenders will be reported to the police under relevant laws.

Complaint Mechanism

Any student facing or witnessing ragging should immediately report the incident to:

  1. Anti-Ragging Committee:Comprising faculty members, senior staff, and student representatives.
  2. Helpline Numbers:Dedicated helplines for students to report ragging anonymously.
  3. Local Police Station:As per Supreme Court directives, serious cases will be reported to the police.
